Zambia Public Procurement Authority (ZPPA) has suspended C.T.R Drilling and Earth Movers Limited from participating in public procurement for a period of one year.
The suspension, which came into effect on 16th December, 2025, follows the submission of a National Council for Construction (NCC) Category C, Grade 5 certificate that was not genuine in a tender.
The suspension was in relation to a tender for borehole siting, drilling, development and installation of 89 hand pumps in selected districts in Northern Province.
According to ZPPA Acting Principal Officer – Public Relations, Lucy Lumbe, the tender was issued by the Northern Province Provincial Administration.
Ms. Lumbe explained that after receiving a complaint which alleged that the drilling company was not registered with the National Council for Construction, ZPPA instituted investigations to determine the authenticity of the submitted certificate.
“ZPPA established that C.T.R Drilling and Earth Movers Limited did not appear on the published registered firms after conducting an online inspection of registered companies on the National Council for Construction website.”
“Furthermore, ZPPA wrote to the NCC to determine the authenticity of the submitted National Council for Construction Category C, Grade 5 certificate submitted by C.T.R Drilling and Earth Movers Limited. It was determined that the certificate that was submitted was not genuine,” Ms. Lumbe stated.
She reiterated that the submission of fake information in a contract or procurement process is contrary to section 96 (b) of the Public Procurement Act No. 8 of 2020 as amended by the Public Procurement (Amendment) Act No. 17 of 2023.
“Therefore, ZPPA has suspended C.T.R Drilling and Earth Movers Limited from participating in public procurement for a period of one year with effect from 16th December, 2025.”
“ZPPA advises that the suspension does not in any way limit C.T.R Drilling and Earth Movers Limited from performing outstanding contracts that were entered into before 16th December, 2025,” she clarified.
