Napsa to Establish Fast-track Court For Pension-Related Cases

National Pension Scheme Authority (NAPSA) says it is working with the Director of Public Prosecutions (DPP) and the Judiciary to establish a dedicated fast-track court for pension-related cases.

NAPSA Director General, Muyangwa Muyangwa told Money News in an interview that the court will be refurbished and fully equipped before being commissioned under the Judiciary, which will provide judges and other personnel.

Mr. Muyangwa said the initiative is aimed at speeding up the disposal of cases, which currently take too long through the normal court process.

“We are working with the DPP. We are asking for one court that we are going to refurbish. Make sure it’s really kitted out like a court, a normal court,” Mr. Muyangwa said.

He explained that once the court is commissioned, NAPSA will be able to pursue cases through a more efficient process, with judgments being delivered and enforced quickly.

“We do not want this to be going through the normal court process, it takes a lot of time. So with the fast track at least we know quickly, we agree, the judge passes the judgment, we go ahead and enforce,” he explained.

He revealed that NAPSA is also reviewing its policy on the criteria for prosecuting cases, arguing that not every default should automatically result in prosecution.

Mr. Muyangwa said the Authority wants to prioritize serious cases involving individuals or entities that deliberately refuse to comply with their obligations.

“My view is we should start with the big ones that have decided they are not going to comply,” he said.

He added that NAPSA is reviewing cases with the aim of ensuring that prosecution is used effectively, while helping smaller contributors who may have genuine difficulties meeting their obligations.
