MANUFACTURERS BACK 24-HOUR ECONOMY POLICY

Zambia Association of Manufacturers (ZAM) has reaffirmed its commitment to working with the government to ensure the successful rollout of the 24-hour economy.

ZAM President, Mohammed Umar described government’s new policy direction as a significant opportunity to enhance productivity and stimulate economic growth.

Mr. Umar said extending operating hours would allow firms to optimize the use of machinery and labour through continuous production cycles.

He noted that the shift could reduce idle capacity and strengthen Zambia’s competitiveness in global value chains.

“ZAM notes that this announcement sets a clear policy direction,” Mr. Umar stated.

He, however, stressed that the success of the policy depends on effective collaboration between the government and the private sector.

Mr. Umar emphasized the need for a consultative approach to ensure businesses can transition sustainably.

“A coordinated and consultative approach will be essential to ensure that businesses are able to transition sustainably and fully realize the intended benefits,” he said.

He also highlighted digitization as a key enabler, citing the Zambia Revenue Authority’s round-the-clock online platforms as a successful model to replicate.

Mr. Umar further called for the operationalization of 24-hour border posts to support trade facilitation and reduce delays.

“This will also create opportunities for businesses operating around border areas, including logistics providers, warehousing services, retailers, and SMEs, to expand their operations and benefit from increased economic activity” he noted.

The ZAM President underscored the importance of improving public lighting, security systems, and reliable infrastructure to ensure safe night-time operations.

Mr. Umar also pointed to the need for a stable energy supply, efficient transport, and labour frameworks that support shift-based work.

He advocated for a gradual and well-supported transition, recognizing the challenges faced by small and medium enterprises.

He warned that SMEs may struggle with higher operational costs and regulatory compliance for night work.

Mr. Umar expressed confidence that with the right implementation framework, the policy would lead to job creation and industrial growth.
